In June 2026, the European Commission presented the European Technological Sovereignty Package, a set of initiatives designed to strengthen Europe's digital resilience, competitiveness, and ability to develop and deploy trusted technologies.

The European Technological Sovereignty Package represents a strategic shift from regulating digital technologies toward actively building European technological capabilities.

The package consists of four major initiatives:

  • Chips Act 2.0 – strengthening Europe's semiconductor ecosystem.
  • Cloud and AI Development Act – expanding European cloud and AI infrastructure.
  • EU Open Source Strategy – promoting open, reusable, and interoperable digital building blocks.
  • Strategic Roadmap for Digitalisation and AI in Energy – accelerating digital transformation within the energy sector.

Together, these initiatives aim to reduce strategic dependencies, improve resilience, and enhance Europe's ability to control critical digital capabilities.

Technological sovereignty does not mean technological isolation.

Instead, it refers to the ability of nations, public administrations, and organizations to make independent decisions regarding critical technologies, infrastructure, data, and digital services without being excessively dependent on external actors.

Technological sovereignty is increasingly important in areas such as:
